 Fourteen leaders of the Caribbean Community (Caricom), followed by Mexican President Andres Manuel Lopez Obrador, Bolivian Luis Arce and Honduran Xiomara Castro, announced that they would not participate if Washington persisted in its drive to exclude other nations.
